NABERS Energy and Water for shopping centres can be used to rate the base building services of retail shopping centres over 15,000m² gross lettable area retail (GLAR) within Australia. 

Typically the characteristics of a shopping centre include:

  • One or more buildings accommodating a number of retail outlets
  • Common areas used by the public to move between shops, plus the service spaces associated with the retail tenancies
  • Car parks, naturally or mechanically ventilated
  • Services such as gyms, food-courts and cinemas
  • At least one “major” tenant such as a supermarket and typically also at least one other major tenant such as a department store, and
  • Back-of-house facilities such as a management office, loading docks and storage areas.


The NABERS Energy and Water ratings for shopping centres rate all services provided by the shopping centre owner to retail tenants and the associated back-of-house requirements.  This includes:

  • All services provided to common areas
  • Air-conditioning services provided to tenants
  • All water consumption across retail applications
  • Services provided to car parks
  • All vertical transportation located within common areas.


NABERS Energy for Shopping Centres does not include tenancy energy use for light and power.

NABERS is designed to compare one shopping centre to another, and therefore excludes “non-retail” activities, such as:

  • Office, hotel or other non-retail applications
  • Major equipment primarily serving non-retail uses (e.g. telephone exchanges, computer systems servicing external networks, laboratory equipment, and specialist communications equipment).


As major tenants typically provide their own air-conditioning and other base building services, the energy use of these services is out of the control of the shopping centre owner and is excluded from the rating.  But centre owners do provide services which also benefit major tenants such as common areas, car parks, food courts, etc.  The rating takes this into consideration by including the area of major tenancies in the Total Shopping Centre Area.
